Important UMF decisions must be visible and accountable.<\/p>\n

Rules, votes, leadership responsibilities and major decisions should be available for public examination.<\/p>\n

If we cannot explain a decision openly, we should question the decision.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

05 \u2014 TRANSPARENT MONEY<\/h1>\n

The football world's money must be traceable.<\/p>\n

UMF finances, major contracts, executive compensation and distribution of football revenues must be subject to independent oversight and public reporting.<\/p>\n

The world's game deserves open books.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

06 \u2014 LEADERSHIP MUST ROTATE<\/h1>\n

UMF must never become the permanent possession of one president, country, continent or political group.<\/p>\n

The presidency will be limited to one term and rotate among continents under published succession rules. Other leadership positions will have defined terms and limits.<\/span><\/p>\n

Serve the game. Then pass the responsibility forward.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

07 \u2014 FOOTBALL WITHOUT POLITICAL CONTROL<\/h1>\n

Governments, political movements and private commercial interests must not control sporting decisions.<\/p>\n

Nations compete as football nations.<\/p>\n

Politics must never decide who deserves a place on the field.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

08 \u2014 ONE WORLD STANDARD & INDEPENDENT OFFICIATING<\/h1>\n

UMF will respect the established international Laws of the Game as its foundation while working openly to improve rules that have become unnecessarily confusing or disruptive.<\/p>\n

VAR, offside, handball, time wasting and referee protection should serve football\u2014not dominate it.<\/p>\n

Referees must be trained, protected, independently evaluated and fairly compensated.<\/p>\n

UMF will work toward common international refereeing standards and a worldwide referee academy, including consideration of two field referees for major international matches.<\/strong><\/p>\n

Players, coaches and officials must respect the referee's authority.<\/p>\n

09 \u2014 FOOTBALL WITHOUT DISCRIMINATION<\/h1>\n

Racism and discrimination have no legitimate place in the world's game.<\/p>\n

UMF competition will establish clear procedures to stop, suspend or abandon<\/strong> matches when serious discriminatory abuse occurs, while preserving individual responsibility and due process.<\/p>\n

Attack the misconduct\u2014not an entire people.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

10 \u2014 DEVELOP EVERY FOOTBALL NATION<\/h1>\n

Football knowledge should not belong only to wealthy federations.<\/p>\n

Participating nations should have access to coaching education, technical directors, referee education, youth-development expertise and train-the-trainer programs.<\/p>\n

UMF will encourage recurring local leagues for girls and boys, with age groups such as 10\u201312, 13\u201315 and 16\u201318, so young players have a clear path to continue each year. These programs should prioritize safety, health, education and affordable participation.<\/span><\/p>\n

The objective is not to make every country play alike.<\/p>\n

Give every country the tools to develop its own football identity.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

11 \u2014 PROTECT THE NEXT GENERATION<\/h1>\n

Young players are human beings before they are commercial assets.<\/p>\n

International youth development and transfers must protect education, housing, medical care, family interests, independent representation and freedom from exploitative contracts.<\/p>\n

A child's dream must never become someone else's opportunity for exploitation.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n

12 \u2014 THE GAME COMES FIRST<\/h1>\n

Commercial interests can support football.<\/p>\n

They must never control it.<\/p>\n

No artificial interruption should be inserted into the game simply to create another commercial opportunity. Genuine medical and safety needs remain protected.<\/p>\n

Every future UMF rule should face one simple question:<\/p>\n

Does this make football fairer, safer and better for the people who play and love it?<\/h3>\n

If the answer is no, we should not do it.<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div>\n\n
