ABOUT UMF

FOOTBALL BELONGS TO EVERYONE

UMF — Unión Mundial de Fútbol is an independent international initiative founded on a simple conviction: the world’s game should serve everyone who plays it, supports it and entrusts its future to those who govern it.

UMF proposes a permanent framework for fair play, equal participation, transparent governance and predetermined rules that apply to everyone without privilege or exception.

Born in Mexico, UMF does not belong to one nation, one founder or one institution. It is an invitation to the football world to examine, improve and protect a game that belongs to us all.

OUR PURPOSE

WHY UMF EXISTS

Football already possesses the power to unite people across borders, languages, cultures and generations. Yet the game cannot reach its highest purpose when competition is distorted by discrimination, unequal influence, hidden decision-making or rules applied differently according to wealth, nationality or position.

UMF was created to help prevent those failures from becoming accepted as normal. It seeks to establish fair rules before disputes arise, transparent procedures before power is exercised and equal accountability before anyone is accused of wrongdoing.

UMF does not exist to attack individuals, nations or existing football institutions. It exists to offer principles and safeguards that anyone may examine, question and improve—so the game can be protected by rules stronger than personalities, politics or private interests.

TRANSPARENCY FROM THE BEGINNING

OPEN BY DESIGN

UMF cannot ask the football world to practice transparency unless it begins by practicing transparency itself. Its origin, present financing and institutional position should be stated openly so that the proposal may be judged on its principles rather than assumptions.

01

THE FOUNDER

UMF was founded in Mexico in 2026 by Oscar Rene Almaguer as an independent civic initiative dedicated to fair play and fair governance in world football.

The founder serves as UMF’s initial author and organizer—not as the permanent owner of its governing power. Any future authority must arise through transparent rules and legitimate participation.

02

CURRENT FINANCING

UMF has been financed entirely by its founder, Oscar Rene Almaguer. It has received no outside financial support from any government, political organization, football institution, corporation, sponsor or investor.

If UMF accepts contributions in the future, their sources must be disclosed and governed by safeguards preventing any donor from purchasing control, preferential treatment or influence over UMF decisions.

03

INSTITUTIONAL INDEPENDENCE

UMF is independent, peaceful and nonpartisan. It is not controlled by any government, political organization, football federation, confederation, league, club or commercial enterprise.

UMF may communicate and cooperate with any institution willing to examine its principles, but participation in dialogue does not permit preferential influence or require endorsement. The same rules must apply to every participant.

FUTURE GOVERNANCE

LEADERSHIP MUST BE EARNED

UMF’s founder provides its initial direction while the organization’s permanent governance system is developed. Founding UMF does not create a permanent personal right to control it, appoint successors or place any individual above its rules.

Future leaders must be selected through transparent procedures established in advance. Eligibility requirements, nominations, relevant interests and the reasons for each appointment or election must be disclosed. Leadership must carry defined responsibilities, limited terms and meaningful accountability.

No founder, donor, government, football institution, commercial interest or private individual may purchase or inherit UMF’s governing power. Authority must arise from legitimate participation and remain subject to the same Carta Magna it is entrusted to protect.
