THE STANDARD

FAIR PLAY BEGINS
BEFORE THE WHISTLE.

It begins when access is equal, the rules are known, officials are independent and every nation enters the competition with a genuine opportunity to advance.

Victory has meaning only when every competitor is judged by the same standard. Fair play is not ceremonial language—it is the foundation that makes sporting achievement legitimate.

EQUALITY IN COMPETITION

THE SAME FIELD.
THE SAME RULES.

A fair competition cannot promise identical results, but it must guarantee equal standards.

Rules must be published clearly, applied consistently and changed only through transparent procedures. Qualification must reward sporting performance. Scheduling, disciplinary decisions and access to competition must never be manipulated to favor powerful nations or commercial interests.

No nation is promised victory. Every nation is promised a fair chance to earn it.

THE GUARANTEES

WHAT FAIR PLAY REQUIRES

Fair play must be protected by enforceable guarantees—not left to promises, traditions or the discretion of powerful institutions.

01

EQUAL ACCESS

Every eligible nation must have a genuine pathway to participate and advance. Entry, qualification and scheduling must be based on published standards—not wealth, influence or regional privilege.

02

INDEPENDENT OFFICIATING

Referees must be selected, trained and evaluated through independent systems. Assignments cannot be influenced by federations, executives, commercial partners or participating teams.

03

CONSISTENT ENFORCEMENT

The same conduct must produce the same consequence. Disciplinary decisions require written reasons, timely review and remedies when officials or institutions make material errors.

04

VERIFIED ELIGIBILITY AND DUTY TO INVESTIGATE

Player eligibility must be verified before participation. When credible evidence suggests a violation affecting eligibility, results or qualification, UMF must refer it promptly for independent review—even if a complaint is late or procedurally defective.

Reviews must follow published procedures, respect the right of defense and appeal, and result in a written, reasoned decision communicated to affected parties and made public, with appropriate protection of personal information.

No official may conceal evidence, obstruct a review or grant exceptions outside the published rules.

THE PROMISE OF THE GAME

FAIR PLAY IS NOT A FAVOR FROM THOSE IN POWER.

It is a right owed to every competitor.

UMF’s purpose is not to decide who deserves to win. Its duty is to protect the conditions that allow victory to be earned honestly, recognized confidently and respected throughout the football world.
