RULES WITH PURPOSE

CLEAR RULES.
ONE STANDARD.
EVERYONE ACCOUNTABLE.

Rules should protect the game—not the power of those who govern it.

Under UMF, rules, prohibited conduct and consequences must be established in advance, publicly accessible and applied through the same fair process regardless of nationality, position, wealth, reputation or influence.

01

KNOWN IN ADVANCE

Rules, prohibited conduct and consequences must be established and published before any violation occurs. Accountability cannot be invented afterward.

02

ONE STANDARD FOR EVERYONE

The same rules and the same fair process must apply to players, referees, coaches, administrators, governing officials and commercial partners.

03

EVIDENCE BEFORE JUDGMENT

No person or institution should be punished by accusation alone. Facts must be examined through an impartial process with notice and a meaningful opportunity to respond.

04

INTENT MATTERS

An honest mistake must be examined and corrected. A knowing or deliberate violation must carry accountability. The distinction must be based on evidence—not status.

05

PROPORTIONATE CONSEQUENCES

Consequences must correspond to the seriousness, intent and effect of the violation. They must never be increased, reduced or selectively applied because of influence.

06

INDEPENDENT REVIEW

When UMF leadership or another governing authority is accused of serious misconduct, that authority must not control the investigation or final review.

FROM PRINCIPLE TO STRUCTURE

FAIRNESS REQUIRES MORE
THAN GOOD INTENTIONS.

These six standards establish the foundation. The UMF Carta Magna translates them into defined rights, responsibilities, safeguards and systems of accountability.
