Founding Principles

THE UMF MAGNA CARTA

Football is a game of the people of the world. UMF exists to protect fair competition, equal opportunity, sporting merit, transparency and the independence of the game from improper financial, corporate, governmental or political control.

No person or institution owns football. Those entrusted with governing the game are its stewards, never its owners.
Article I

The Game Belongs to the World

  • Football shall never be the private property of UMF, its officers, investors, governments, corporations or any individual.
  • UMF holds authority only to organize and protect fair international competition.
  • No leader may sell or surrender governing control of the game to a private commercial interest.
  • Commercial agreements may finance football, but money shall never purchase governing power.
Article II

Every Nation Has a Place

  • Every eligible nation shall have the right to participate.
  • No nation shall receive permanent sporting privilege because of wealth, political influence or television market.
  • Qualification shall be earned principally on the field.
  • Qualification rules must be published in advance and applied equally.
Article III

One Global Standard

The fundamental rules of football shall apply equally throughout UMF competition. Interpretations may be clarified, but UMF shall strive toward one game and one standard.

Article IV

Independent Officiating

  • Referees shall be selected according to competence and integrity.
  • Conflicts of interest shall disqualify an official from a match.
  • Major competitions may use a second field referee when it improves accuracy and fairness.
  • VAR shall correct clear material errors without unnecessarily interrupting the game.
  • Important VAR decisions should be explained transparently.
Article V

The Game Shall Flow

Football is meant to be played. UMF shall resist unnecessary interruptions, artificial delays and excessive commercialization during matches. There shall be no scheduled commercial hydration breaks merely for television or advertising purposes. Genuine safety measures remain permissible.

Article VI

Leadership Is Temporary

  • UMF belongs to no president.
  • Leadership positions shall have defined terms.
  • Senior leadership shall rotate.
  • No departing leader shall retain automatic governing authority through a newly created office.
Article VII

Money Must Be Visible

  • Major revenues, expenses, executive compensation and tournament distributions shall be reported clearly.
  • No secret investor shall acquire governing influence.
  • No officer may personally profit from a transaction that officer approves for UMF.
  • Independent audits shall be mandatory.
Article VIII

No Country Buys the World Championship

Hosting rights shall be awarded through published criteria. Wealth and political influence alone shall not determine the host. Infrastructure, accessibility, safety, supporter affordability, environmental impact and responsible organization shall be considered.

Article IX

The Supporters Matter

Football cannot exist without its supporters. UMF shall consider affordability and reasonable public access when organizing competitions. The world championship shall not become an event accessible primarily to wealthy spectators, corporations or hospitality clients.

Article X

The Rules Cannot Be Changed in Secret

Major amendments to this Magna Carta must be published before voting, publicly explained and approved through a defined democratic process. Fundamental protections should require a supermajority to change.

Article XI

World Referee Development & Employment

  • UMF shall establish an International Referee Academy to recruit, educate, train and certify referees throughout the world.
  • Training opportunities shall be geographically distributed so talent is not limited to wealthy football nations.
  • UMF shall actively recruit new generations of referees and help create professional and part-time employment.
  • Referees shall receive standardized training in the Laws of the Game, fitness, positioning, communication, ethics, VAR and match management.
  • Certification levels shall allow advancement from local and youth competition to regional, national and international matches based on demonstrated ability.
  • Qualified officials working UMF competitions shall be paid fairly.
  • Scholarships and training assistance should support promising candidates who could not otherwise afford professional instruction.
  • International assignments shall be based on competence, integrity, performance and independence.
  • UMF shall continually develop enough qualified officials to support innovations such as two field referees in major international matches.

The Magna Carta is intended to stand above any individual leader and to protect the game for future generations.
